About the petition
Let owners speak
for themselves.
WV Owners on Record is organized by the West Virginia Spirits Council to document the positions of participating West Virginia businesses.
The petition opposes authorizing beer distributors to distribute spirits-based ready-to-drink canned cocktails and expanding their sale to convenience stores through those channels. It concerns spirits-based products, not beer or malt-based hard seltzers.
What a signature means
A signer confirms that they own or are authorized to represent the named business and agree to the exact petition statement. Interest in delivery service is not treated as a policy endorsement. The petition does not claim to represent every West Virginia business.
How signatures are reviewed
- The organizer checks the business location and any supplied alcohol license against available records.
- The organizer confirms the signer’s authority using appropriate business records or follow-up through an independently established business contact.
- Duplicate business locations or license numbers are reviewed. Each approved physical business location counts once.
- The organizer records the review method and approves, declines or requests follow-up. Pending signatures do not appear in totals.
“Verified” means reviewed by the Council under this process. It is not government certification, and an email address alone does not establish ownership.
Public counts and business names
All approved locations count in county and statewide totals, as disclosed in the signing consent. Business names, towns, categories, dates and optional statements appear only when the signer opts in. Personal names and private contact details are not published on the public list. A county without approved signatures is not evidence of agreement with either side.
Policy history and evidence
The West Virginia Legislature’s March 10, 2026 report states that House Judiciary rejected SB 928, a prior low-proof spirits proposal. Read the official legislative report.
This petition records business positions. It does not establish a forecast for future alcohol sales or a position on behalf of any unsigned venue. A future bill may differ; signatures remain tied to the original statement and version.
